Why When I Apply For A Credit Card?

But, I have applied for a Amazon Credit Card, a CitiBank, a PayPal Plus, and each one keeps telling me they can not process my application right now, and they will send me their decision in a few days to 30 days. What does that mean? Could it be that they don’t have any information on me, as far as my credit history is concerned, because I just got a Capital One credit card. I hope this means that, and not that I’m not approved. Please, tell me what this usually means.
